hows your battery? all wiring connected properly? when was last time you replaced the glow plugs?
i had same problem and turned out glowplugs were dead. they were still heating up but not alot.

you really need to test them with a multi meter on ohms resistence, should be around 1.2 ohms I think.

Mine did the same. It was the glow plug relay on the right hand side of the engine bay up high. Get one from the wrecker.

Also it is winding over but very slow like my battery is flat? its only a new truck battery, could it still be the glow plug relay?

If it's winding over slow with a fully charged battery, get your starter checked out.
If the contacts are worn out, it can get full voltage, and still crank slowly, robbing power from the other circuits, like glow plugs.
