I'd go the toyota turbo six, or a toyota V8 (1ufz, I think). Both can be picked up realively cheap from importers, and I think are easy swaps. The 7M-GTE is a popular swap in the states so it's would be another candidate.
If you go to
http://www.4x4wire/toyota
or
http://www.pirate4x4.com (toyota section)
and do a search, you should find heaps of info on the 7M-GTE swap
gen 3 5.7 would be a nice forerunner swap, with the t700 type auto, and hilux t/case adaptor ;D

I would say you would be out of luck ;D
They used to approve a 253 for the 84 models but its not worth thinking about.
From what I can gather V8's in Hiluxes are now a no no.
A V6 commodore especially the ecotec model would be better than a 253 anyway and can be approved.
But with either way if you have a heavy foot you would also need to upgrade to an R series 5 speed if you aren't thinking of an auto, which I also wouldn't recommend ;D
Space is a problem with inline six's and heating issues are usually the norm. Add a turbo mixed in with WA summers it would virtually be a guarantee.
